Isn't that knickered turbo? And when was your last oil change?
No, knackered turbo is white smoke. Oil getting past the rings is blue smoke.

Around 2000 miles ago it was done June this year car has been decatted and started to notice it after having the exhaust
Decat might not be helping - reduced back pressure etc.

They are also not legal, so probably better to get rid of that.

Not had this sort of issue for decades but the back of my mind is telling me it's a valve issue.

There's piston rings in a turbo too. they seal the turbine end, there's also a seal in the front diffuser plate.

As its oil it would be blue smoke if it was leaking in to the compressor side. if oil is leaking from the turbine side it may be greyish white.

Valve stem seals would be worse on first start .
